[re #12467] MR Fix - GUI and API Update

New version of whole GUI with many features:

• internationalization with next-intl
• themes - dark & light mode
• home page: data pump controller & websocket messenger
• projects page: manage project - create & delete
• settings page: blank page for future use

Updated API integration on the frontend:

• POST for pump execution update for required projectId
• POST for creation of new project with custom name
• DELETE of projects
