[re #12338] Fixed code generation from OpenAPI Spec on Windows

  • Moved OpenAPI Specification to the project root directory
  • Added maven-antrun-plugin to copy the openapi.yml to the resources/static/ folder
  • Used relative path in the openapi-generator-maven-plugin plugin so that there are no errors on Windows
