[#12016] Created services for Jira, created an example of fetching attachments for issues

  • Created basic structure of services that will fetch and process data from Jira API
  • Created example method in AttachmentService that loads all neccessary data for SPADe
  • Created example fetch methods in JiraPump that will be moved into services
